여러분이 오픈마켓에서 모바일 소액결제로 문화상품권을 사서, 중고나라나 팔라고 같은 플랫폼에 파는 행위는 개인 간의 거래 혹은 상테크(상품권+재테크)로 볼 수 있습니다. 이건 불법이 아닙니다. 본인의 신용과 한도를 이용해 물건(유가증권)을 사고 처분하는 행위니까요. 하지만, ‘소액결제 현금화 업체’라고 광고하는 곳에 내 정보나 인증번호를 넘겨주고, 그들이 결제하게 한 뒤 수수료를 떼고 입금 받는 방식은 명백한 불법 소지가 있습니다. 이를 흔히 ‘깡’이라고 부릅니다. 정보통신망법 및 대부업법 위반 소지가 다분하며, 실제로 이런 업체들은 정식 대부업 등록이 안 된 경우가 태반입니다.
